CANANDAIGUA, NY - The federal Centers of Medicare & Medicaid Services (CMS) has invited Thompson Health’s Director of Health Information Management and Utilization Management to serve on one of its advisory panels.

Judy Kelly is now a member of the Advisory Panel on Ambulatory Payment Classification (APC) and will serve a four-year term, attending meetings at CMS headquarters in Baltimore, Md., up to three times per year.

The panel consists of up to 15 members who are full-time employees of hospitals and other Medicare providers subject to the government’s Outpatient Prospective Payment System (OPPS). Members’ collective expertise encompasses hospital payment systems, hospital medical-care delivery systems, outpatient payment requirements, APCs, current procedural terminology codes, and the use/payment of drugs and medical devices in the outpatient setting.

As a member of the panel, Kelly will review claims data analysis in order to determine whether clinical procedures are being reimbursed at the appropriate level. She will also help make recommendations to CMS on how the complex payment system – which is still evolving – can better reflect and pay for the care that Medicare beneficiaries receive.

A Livonia resident, Kelly has been a Thompson Health Associate for 22 years, having first joined the organization as a student.
